Tanzania Arbitration Gamble revisited and updated https://ceo.ca/index?d7ed0dc7520a

ASX:IDA had a USD 109.5m award assigned by the ICSID in July. Tanzania filed a request for annulment, the first hearings re annulment are set for 11 October 2023 but Tanzania has even failed to pay the required bond to ICSID. Chances are imho 99% that the annulment request will be denied. But there might not even be a hearing as Tanzania is in parallel trying to reach a settlement out of court. The current Tanzania President has requested a meeting with IDA. But IDA holds the cards as they have the award. If they strike a deal, it must be a meaningful one for IDA (e.g. USD 80m cash asap). ASX:IDA is a BUY

In parallel Winshear Gold Corp TSX:WINS had its hearing about their CAD 124m claim also in February 2023 and was expecting an award any moment now. Yesterday 18 September ICSID notified the public as follows „The proceeding is suspended pursuant to the parties’ agreement.“ https://icsid.worldbank.org/cases/case-database/case-detail?CaseNo=ARB/20/25 aka both sides, $WINS and the Tanzanian authorities have mutually agreed to halt the procedure. It can only mean they are in advanced talks or might have even reached a preliminary agreement to settle out of court. Given IDA’s award and how the WINS hearing went, it would be very surprising if WINS settled for significantly less than 50% of their original claim, I would assume they would aim for more. In any case, this is a very positive development as the Tanzanian’s are trying to settle last minute for (a little less) than a likely award in court, plus it would serve as a positive signal to the investor community that Tanzania under the current regime is recognizing its international obligations under BITs. WINS traded at 21 million CAD market cap at yesterday’s close. My personal upside expectation from here is a minimum 150% if they successfully settle outside of court (as it very much appears to be happening). BUY:WINS

Coming to the last of the stallions in the race. Montero Mining TSX:MON can sit back relaxed and watch things unfold. It is essentially the same claim, it is the same legal team as with IDA and WINS, hearings are scheduled for December, an award would be issued by April/May 2024 with interest accruing in the interim (remember, in IDA’s case accruing interest is 1 million a MONTH!). MON currently trades at approx. 8 million market cap at yesterday’s close. My personal upside expectation from here is a minimum 400% if they settle outside of court. BUY:MON

0914 ET - Nevada becomes the third US state to see their gasoline price average climb above $5 a gallon, with AAA reporting that the Silver state's average is now $5.02, a huge leap from yesterday's $4.92 average. California has the priciest gasoline, averaging $5.76, followed by the state of Washington at $5.05. Hawaii may be the next to possibly hit $5. Gas prices typically decline after Labor Day Weekend as demand declines, but surging crude-oil prices have turned the market on its head. The national average today stands at a 2023 high $3.88 a gallon. The cheapest state for gasoline is Mississippi at a $3.30/gallon average, says AAA. (dan.molinski@wsj.com)

0833 ET - Natural gas prices in the US are rising for the seventh time in the past nine sessions, up 1.8% at $2.777/mmBtu, which would be the highest closing price since Aug. 30. The gains are partially due to natural gas getting swept up in a broader surge in energy commodities amid crude-oil production cuts from Saudi Arabia and Russia. But analysts say natural gas market-specific fundamentals are also at work. Domestic natural gas inventories that were a bearish 15% above normal a couple months ago have cut that surplus by more than half percentage-wise amid a pick-up in demand, and the surplus is now 6.8% above normal. DOMINION ENERGY PLANS BATTERY-STORAGE PILOT PROJECT IN VIRGINIA

Dominion Energy is seeking Virginia regulatory approval for a battery-storage pilot project that the utility company said could significantly increase the length of time batteries can discharge electricity to the grid.Richmond-based Dominion on Tuesday said the project, which would located at its Darbytown Power Station in Henrico County, will test two alternatives to lithium-ion batteries: iron-air batteries developed by Form Energy and zinc-hybrid batteries developed by Eos Energy Enterprises.Dominion said Form Energy's iron-air technology has the potential to discharge energy for up to 100 hours, significantly longer than batteries that are currently available.Eos, based in Edison, N.J., said it will contribute 16 megawatt hours of storage to the proposed project.Dominion said that subject to a regulatory green light, it expects construction to begin by late 2024, with the project operational by late 2026.

1134 ET - Natural gas prices rise 5% to $2.866/mmBtu, which if maintained would be the highest closing price since Aug. 9. "Maintenance on pipelines and some heat returning to Texas is keeping the buyers present," says BOK Financial in a note. "Of course, crude oil trading with a $93/bbl handle also keeps Nat Gas shorts a bit nervous as $2.70 Nat Gas looks very cheap compared to crude oil, or $14/bushel soybeans for that matter. Also noted is that Freeport LNG is back to near full capacity." Technically speaking, the firm says October natural gas "has moved back to a bullish trend with an upside target at the 3.089 area. Major support rests at the 2.50 area."

1321 ET - US crude futures have completely erased large gains driven by earlier weakness in the dollar, and are now trading virtually flat on the day at $91.48 a barrel. The US Dollar Index had dropped earlier in the session to a four-day low, a sudden move that caused an inverse reaction in oil prices that are priced globally in US currency. But the Dollar Index has rebounded strongly over the past couple hours, taking much of the wind out of crude's sails. Brent crude also relinquishes most of its earlier gains after hitting an intraday high $95.96, and now trades just 0.2% higher at $94.66.

Marathon Petroleum reported a fire Friday at its Garyville, La. oil refinery, and said there have been no injuries but said residents living near the plant were ordered to evacuate to safety."Marathon Petroleum personnel and local emergency responders continue responding to a naphtha release and fire at a storage tank at the company's Garyville, Louisiana, refinery," Marathon said in an emailed statement.Local television footage showed at least two massive storage tanks fully engulfed in fire, with flames and thick black smoke shooting several stories into the air while two water cannons within the plant tried to douse the flames.Marathon said the leak of naphtha, a flammable liquid hydrocarbon mixture, and the fire itself are contained within the refinery's property."As a precautionary measure, St. John the Baptist Parish is requiring residents within a two-mile radius of the part of the refinery closest to the fire to temporarily evacuate to locations the Parish is making available," the refinery said.The Garyville refinery is located along the Mississippi River in southeastern Louisiana between New Orleans and Baton Rouge, and according to Marathon's website, the plant has a crude oil refining capacity of 596,000 barrels per calendar day.

Marathon Petroleum on Friday reported equipment issues and excessive emissions at its Galveston Bay refining complex in Texas."Coker wet gas compressor tripped on low steam pressure that resulted in flaring," the refinery said in a statement to the Texas Commission on Environmental Quality, noting the above-normal emissions began Thursday night and ended Friday morning."The compressor was restarted and unit resumed normal operations," the refinery added.Marathon's 593,000-barrel-a-day Galveston Bay refining complex is located about 40 miles southeast of Houston.

1104 ET - Natural gas prices remain lower on the day, down 1.4% at $2.695/mmBtu despite a weekly storage report that was bullish compared to both expectations and averages. The EIA says gas inventories rose last week by just 64 billion cubic feet, which compares to forecasts in a WSJ survey for a 67-bcf injection, and a five-year-average rise of 84 bcf, and reflects lingering hot weather that kept cooling demand strong. The result puts total gas inventories at 3.269 trillion cubic feet and reduces a storage surplus to 5.9% above average versus 6.8% above average last week and 24% above average last spring.

1130 ET - I-80 Gold's prepay facility brings welcomed flexibility, but the terms are rather steep. Ovais Habib of Scotiabank says in a report that i-80 received aggregate gross proceeds of $20 million, which is structured as an additional accordion to the existing $50 million gold prepay agreement. The new money is expected to support the usual capex requirements to operate its portfolio of precious and base-metals assets. While the money is key to advancing its projects, Habib says that the facility uses a $1500-an-ounce gold price for the prepaid gold, "representing a discount of 21% to spot price or 12% to our $1,700 long-term price, thus, reducing leverage to rising gold prices."

1148 ET - Global grains production is likely to match future demand, weakening prices, but a surge in energy costs will limit how much lower food prices go, says Teucrium's Jake Hanley. "As any farmer will tell you, energy is a large input to food production." Fuel prices are trending higher, with the Brent benchmark hovering close to its November 2022 high of $97 a barrel and some analysts foresee a return to $100. "That is going to help support a floor underneath food prices on a longer term basis," Hanley says, noting that government subsidies tend to kick in to help producers deal with shrinking margins. 1245 ET - US crude futures give up sizable gains from earlier in the session and now trade 0.2% lower at $89.48 a barrel. The move takes them off course for what could have been a weekly gain, as WTI crude now trades down 0.6% for the week. The choppy trading environment began yesterday as investors tried to figure out the ramifications of Russia's announcement that it will be temporarily banning diesel and gasoline exports to ensure a well-supplied, and reasonably-priced market for Russian consumers. Some analysts say the ban may only last a month. Attention now shifts to a weekly Baker Hughes rig-count report due at 1 pm ET. Brent crude also falls, down 0.4% at $92.92.

1320 ET - The number of active, oil-targeted rigs in the US falls by eight in the latest week to 507 rigs, the lowest total since Feb. 4, 2022, according to oilfield services firm Baker Hughes. The oil rig-count had been declining steadily throughout 2023, but saw a small bounce in early September that some analysts attributed to higher oil prices that they said may drive a rebound in drilling activity. But today's result suggests the downtrend is back on track for now. Natural gas-targeted rigs also see a decline, falling by three in the latest week to 118, says Baker Hughes. WTI oil prices turn higher after the report, in choppy trading, up 0.6% at $90.18.

Monument Achieves Commercial Production at Selinsing Gold Mine

Commercial Production Update

The throughput of the sulphide gold treatment plant achieved 90% of design capacity for the 30-day period up to August 16, 2023, thereby achieving the requirement for commercial production. Mill availability during this period was 94% and flotation mass pull was acceptable at 3.4% vs design of 3.5%. As a result concentrate production was at 79 tonnes per day in line with the designed protocol, considered satisfactory given the variability of the transition ore processed.

Flotation gold recovery was somewhat inconsistent due to the high clay content of freshly mined transition ore and the processing of stockpiled transition ore mixed with oxides that gave very poor flotation response. Daily recoveries in excess of 80% were recorded but overall gold recovery of 61.4% was reported for the 30-day period up to August 16, 2023. Optimization of the flotation reagent suite continued with particular attention to the addition of soda ash for pH control, potassium amyl xanthate as flotation collector and sodium hexametaphosphate as slimes depressant. Issues experienced with the flotation air blowers were resolved after troubleshooting by Atlas Copco technicians.

Frequent failure of the pressure filter cloths continues to be an issue. New higher permeability filter cloths have been sourced from local and international vendors as well as from the filter press supplier McLanahan in the US. The lead time for filter cloth orders is not acceptable for a six-month period. The Company has communicated with the supplier to resolve this issue while alternative suppliers are selected. Replacement filter plates have also been ordered from McLanahan to replace those that have worn prematurely, and Regular cleaning of filter cloths and plates improved the overall efficiency of the filter press operation.

Construction of the concentrate shed was completed.

To date the flotation plant has produced over 9,100 dry metric tonnes (“DMT”) of gold concentrate at an average grade of 37.5 g/t Au.

Offtake agreements have been signed with selected buyers and a total of 6,550 DMT of concentrate shipment are currently in progress. The Company has obtained export permits for all selected buyers, renewable every six months. The sales and logistics teams are organized, trained and the documentation and control process including security system has also been developed.

Mining Update

Mining of Buffalo Reef Stage 1 BRC2 and BRC3 pits have continued with both transition and fresh ore delivered to the ROM pad. Extended hours have been introduced for waste drilling and mining. Objective of mining is set to accelerate daily mining rate and build up enough stockpiles before Monsoon season.

A new grade control drill rig was delivered in August 2023 and ten rigs are now on site. The drilling contractor has mobilized additional drillers and initiated training of drill offsiders to facilitate extended drill hours.

Construction of the explosive depot was completed, and the facility commissioned in July 2023 to accommodate shortage of explosive deliveries. A 13-tonne capacity emulsion tanker has been based at the mine site and blasting has been carried out on up to five days per week depending on drilling progress.

The old core shed has been converted to an expanded sample preparation facility capable of processing up to 700 grade control samples per day. The new facility was successfully commissioned, and new technicians have been recruited to handle the increased workload. New pulverisers have been ordered and the first unit was delivered in early September 2023.

Process Improvements

Ongoing effort has been devoted to further improve the performance of the concentrate plant.

New HDPE pipework was installed for the concentrate thickener underflow pipeline. Pumps from the previous CIL operation have been repurposed for the concentrate thickener overflow. Larger diameter pipelines were ordered for the concentrate thickener overflow and for the flotation cleaner concentrate.

Design work was completed for the concentrate launders and the new flotation rougher tailings hopper with associated structural, civil, mechanical and piping works. Tender quotations were requested from various local engineering companies for these process improvements and contracts are in preparation for the successful tenderers.

Risks

Operation risks in related to mining and processing processes are under continuous evaluation to improve the performance. The Company closely monitors uncontrollable risk factors with operation of the flotation plant including but not limited to, change of market conditions, change of gold prices, operation risks including critical parts shortages, and changes in regulatory restrictions in relation to arsenic level contained in gold concentrate.

Inspections of soybeans and wheat exports are higher than reported last week, according to the latest weekly report from the Department of Agriculture.In its latest Grain Export Inspections report, the USDA said that soybean inspections totaled 481,638 metric tons for the week ended September 21, which is up from 429,772 tons reported in the previous week. Wheat inspections totaled 451,004 tons, up from 422,639 tons.Corn inspections, meanwhile, were slightly down from the previous week. Inspections were reported at 660,811 tons through September 21, which is slightly off from 676,323 tons previously.Total corn and soybean inspections are up from the previous year, the USDA reports - with corn inspections up nearly 16% from this time last year and soybean inspections up 6.5%. Wheat inspections are slightly down from last year, falling just over 28%.China was the leading destination for wheat and corn inspections for the week, while Mexico was the leading destination for soybeans.Grain futures on the CBOT are mixed in trading to start the week - with most-active corn futures down 0.5%, soybeans down 0.4%, while wheat is up 0.5%. WESTHAVEN DRILLS 17.61 G/T GOLD OVER 3.68 METRES, INCLUDING 27.6 G/T GOLD OVER 1.65 METRES; THE HIGHEST-GRADE GOLD INTERCEPT OFF ZONE ONE TREND


Westhaven Gold Corp. has provided an exploration update on its 17,623-hectare Shovelnose gold property. Shovelnose is located within the prospective Spences Bridge gold belt (SBGB), which borders the Coquihalla Highway 30 kilometres south of Merritt, B.C.

Highlights from the continuing program include:



  • MIK hole SN23-360 intersected 3.68 metres (m) of 17.61 g/t gold (Au) and 31.49 g/t silver (Ag), including 1.65m of 27.6 g/t Au. Five drill holes from MIK are pending assays.
  • MIK hole SN23-362 intersected 2.44m of 3.43 g/t gold and 15.65 g/t silver, including 0.44m of 12.9 g/t Au and 73.2 g/t Ag.
  • Drilling at the Hydrothermal Breccia 2 (HBX2) extended the known mineralization by 180m, intersecting 5.51m of 0.58 g/t Au and 0.49 g/t Ag, including 1.5 g/t Au over 1.0m.
  • Twenty-three silt samples collected have assays over 100 ppb gold (Au), including 1985 ppb Au, 1440 ppb Au, 871 ppb Au, 328 ppb Au, 282 ppb Au.
  • Recent prospecting, approximately 3 kilometres (km) southeast of the South Zone, has uncovered a showing of tuff containing fragments of hydrothermal quartz, within 150m of a gold soil anomaly. Grab sample assays are pending.

Not only has this additional drilling improved our understanding of the MIK target area, but it has also opened up a highly prospective area that warrants further follow up drilling in the near term." Thomas goes on to add, "Our technical team has been prospecting, mapping and sampling underexplored areas on Shovelnose where new showings have been discovered, including a hydrothermal outcrop approximately 3kms southeast of the South Zone along strike. We look forward to further defining these new targets with the goal to drill test them soon."

Peter Fischl, Exploration Manager, states: "Follow-up drilling of a historic drill hole intersection of 6.21 g/t Au over 0.4m (Hole 11-SH-03) at the MIK showing has now traced a north trending, moderately west dipping vein zone, over a strike-length of 120m as present in all eight drill holes. The zone comes within 150m of Zone One Trend, and it remains open to the north and south. The gap between MIK and the Zone One Trend is now viewed as an area prospective for additional near surface vein-hosted gold mineralization."
